Ive decided I don’t want to accept the offer I got for my second choice. If I reject my offer would I still be offered my first choice, should the points came down in the second round? Thank you for your help

It is not necessary to accept an offer in order to be considered for a higher preference if it becomes available later. There is no guarantee, of course, that a higher preference will become available.
